Fail during Parse task if raster map is incomplete

The TotalRasterStepsBud will now raise an error if either of the following conditions are met:

1. There are more than 1 VSPNSTP values present in the observe headers (it already did this)

2. The ordered set of VSPSTP values from the observe headers is not exactly range(0, VSPNSTP)
