When ordering the axes in the dataset header table, we used the L0 WCS header ordering to determine which axis goes where. Turns out, the L0 ordering is wrong (https://nso.atlassian.net/browse/SDPO-1) and so therefore is the dataset table. This PR transposes axis 1 and 2 to go back to what should be correct once the L0 data is also fixed.
