The new constant polcal parameter metric from this PR is exactly the same for both beams. This PR uses a new switch in *-common to only save the metric for a single beam so that the table isn’t printed twice in the quality report.
It also updates the grogu test to always save “quality_report.json”, even if it can’t build the PDF (because the quality_report_maker isn’t installed).
