Only show Jigit info in All-tab if there are existing commits

Currently the Jigit header is shown in the "All-tab" although there aren't any commits in that issue. It would be nice to only have it shown when there were previous commits. Otherwise it is shown globally over all projects. No matter whether it has something to do with GitLab or not.

Hi Fabio,
Apparently, this issue duplicates Issue 63. You can vote for that issue if you are interested in it.
Anyway, checking for commits to define whether to display tab or not is not a good solution. For some project no commits inside an issue is a sign of problems.
