Track all obsids in a proposal?

Can we use pages like http://cda.cfa.harvard.edu/chaser/startViewer.do?menuItem=propAbstract&obsid=21487 for tracking the other observations in a proposal? it depends on there being a textual/non-HTML representation, and how well the UI handles "unoberseved" proposals. For instance, you would want the proposal view - e.g. /proposal/20700505 - to display these, but the standard behaviour is to filter out the unobserved ones.
