How to keep the schedule accurate and up to date

The current system - periodically update from the information on the Chandra Short-Term Schedule page, coupled with verification using the observational catalog information - is not robust. In particular, changes in the schedule can lead to incorrect information (in particular, the non-science observations).

Some of this can be fixed by changing the ingest - e.g. to go through the short term schedule page in reverse order, treating each section as a time range (so that they block out any data that overlap that range from later processing, i.e. earlier schedules). However, a better solution would be preferred.
