Fails on a cRIO-9075 (error 53: "Manager call not supported.")

Actions: 1) add error handling 2) switch to supporting ASCII only (subset of UTF-8) if there is an error. 3) document

Idea: convert extended ASCII codes to \uXXXX form --> valid JSON, easy to impliment

Actually, inbuilt JSON primitive does handle UTF8 on this VxWorks cRIO.

Have used conditional disable to use inbuilt JSON functions on VxWorks. v1.2.12
