Enable selection of TCP Listener TCP port

Currently TCP Listener uses dynamic port allocation, which is unacceptable for corporate systems where are traffic must be on dedicated ports and appropriate firewall exclusions can be declared. Modify the TCP Listener actor to allow the selection of a particular port number instead of using the NI Service Locator feature.

Looking at the API, I think I could do with producing better-named functions at the same time. I chose "service" as a nomenclature, and it would make more sence to be about "servers".
