Listener Error not handled

Had issue (on a deployed exe on a low-powered single-board computer) that looks like some TCP issue may have destroyed the Listener refnum in the TCP Listener actor. LAVA discusion: https://lavag.org/topic/22740-tcp-listener-can-it-fail/
Need to setup a retry logic to try and recreate the Listener.

Original issue currently not suspected to be a listener issue, so not sure what more should be done here.

Made it try and recreate (though only once). Consider a retry loop.
