Upgrade support for PostgreSQL 14.1 64-bit

We have just started using version 14.1 64-bit and have managed to upgrade the PQ library to support it.
It would be good to push it back into the repo, but will need some support to convert it back to 2016 and reviewing.

Unfortunately, I have now moved on from the workplace where we did the upgrade and I don’t have access to the source anymore! I will check with one of my ex colleagues to see if they can push a copy of the code into the repo.

Update: After making changes related to Issues
#6,#8, and#10, initial tests indicate that pq-labview is working with libpq version 15.3- both 32 and 64 bit (crucially found x86 and x64 binaries from https://www.postgresql.org/ftp/odbc/)
- development is on LV 2024 Q3 using Project save version 17.0

Vikas, this sounds interesting. I would be interested in support for newer postgres (v9 is end of life, and I also recently ran into some issues with SHA encrypted passwords not being supported). Can you elaborate on the need for LV 2016? I think Antoine has converted everything to 2017
Antoine, what do we need to do to push this issue forward?
