Add flags input to open

Can you add an input to the Open.vi that would allow a user to set more flags then just the file option.

I am going to enable URI file names: https://www.sqlite.org/uri.html#uri_filenames_in_sqlite

This is by setting a 0x40 flag.

This allows setting other flag conditions via teh URI format (as in above link).
