How can I activate the Reshelver?

Try turning it on?
You can't. You need a librarian to do it.

How can I summon a librarian?

You need the zifmia spell.
But ZIFMIA LIBRARIAN isn't enough.
Have you examined the workbench in the spell research room?
Try reading the note attached to the bench.
A portrait can suffice for summoning, if it is otherwise enchanted.
Have you examined the portrait in the tiny office?
Look at the portrait, then ZIFMIA LIBRARIAN.

Technically, you are summoning the librarian, which contradicts above--but they won't be conscious enough.

This doesn't break anything, and I may be fishing anyway. But it's probably easier to write an issue than explain in email.
