Branch-from-tag can fail if the tag was of a vendor branch

If a repo uses a location like /vendor/ (next to branches/trunk/tags) and then makes a tag of the vendor revisions, the tag will not create, and then any subsequent copies from that tag will also fail. Fixing this probably implies work done on #14.

    One other thought: an alternate solution would be to make it so that the tags of places in the tree we don't track still exist, or that asking for a tag we don't have degrades nicely, which might actually work better. This might be an easier solution to implement.
