Ideally this should create the branch in the SVN repo and push it. In the short term, this should still bail out: “you really cannot create SVN branches, yet: graft the changes to an existing branch, then push them.”

    It should really just abort. --force /will not/ be the flag for "create this branch for me" as it'd condition users to type --force, which is something we'll never do.
