hgsubversion fails to load if you didn't have it in PYTHONPATH

If you didn't have hgsubversion in your {{{PYTHONPATH}}}, but you specify it in {{{.hgrc}}}, {{{svnexternals.py}}} fails to load because can't find {{{hgsubversion}}} module for importing {{{util}}}.
