CSV file update for sample.csv fails on Windows 8

I've tried your sample.csv, data from your "Help" and my own csv files with different encodings and rows, and every time I get: Error: File type not supported - What can help?

He was using Win 8, Chrome 39.0.2171.95.

He mailed me the file he was using and it worked dandy on OSX 10.9.5 & Chrome 39.0.2171.95.
