Modal completion icon not reacting to current completion state at first

To reproduce:

Add a PDF or page activity with manual completion to a course with tiles format
As student (or teacher in student role): Set the completion to “done” in the course
Open the PDF/activity: You’ll see that the icon in the modal header does not show the “completed” but “not completed” icon which is the bug here
If you now hit the completion icon (no matter if in the modal or the course): From now on the state will be correct and consistent in the modal icon. It’s only the first time where this problem happens.
