Linking to section via url makes it open in single-section view

If I add a link to a section, rather than it opening the modal it opens in single-section view even when single sections is not added as parameter to the url

e.g.

/course/view.php?id=2&section=1, goes to single-section view.

The same as /course/view.php?id=2&section=1&singlesec=1

Any idea why or how to stop it?
