Make url open without need of popup window

It seems the tiles course format forces URL to open in a popup window while it is not manadatory.
It arises for every admin configuration, even when javascript navigation is disabled.
When an url is configured to be opened in a new window, there is no reason to force such a behaviour.

Some users are afraid of the popup authorization window that looks like a security warning.
It would be better to avoid it if possible.
