blockedpopup warning incorrectly triggers.

We have noticed recently in Microsoft Edge and Safari that the ‘blockedpopup’ string is being displayed because newWin.focus(); (482 of amd/src/course_mod_modal,js) is throwing an error. I believe this is due to browsers security settings preventing javascript attaching to other windows. - Recommended solution oudl be to remove this check.
