Tiles does not show 0-section heading

Tiles section-0 title-/sectionname element is missing which does not follow general logic with course structure compared to other course formats which show sectionnames before sections content area.

Either sectionname element for section-0 should exist in course page to have it available e.g. for screen readers, or there should not even be option to use it (hiding the ‘Section name’ setting from the 0-section settings.

Currently it just confuses users who can go and change the heading but then it never appears.

There is a fix for this in the latest release on Moodle 4.3.0.22 RC which is planned to be rolled out to 4.1 / 4.2 shortly
