Block buttons not working with version 2024031601 (Moodle 4.0 - 4.2)

Block buttons and links do not work correctly.

How to reproduce the bug:

• create a block with a button or a link on a course page. If you already have one, that’s fine.
• make sure the course has ‘tiles’ format
• scroll down a bit
• click on the link
• see that the blocks scroll up and the click didn’t work

If you don’t scroll before clicking, the link works. See attachment.
