Unable to scroll after opening modal in new window (embed video)

When clicking on a URL (youtube url) which opens in a modal window in Tiles view and then clicking the 'open in new window' button, when you return to the parent page, the ability to scroll the page is lost until a refresh is done.

The steps to replicate are:

1. Go to a course
2. Open a tile
3. Click on URL activity that will launch a modal window (e.g. a Youtube URL link)
4. Click on 'Open in a new window' button on the modal
5. Change tabs to the parent (course) window and attempt to scroll
6. Find that you are not able to scroll the page anymore until a refresh is done
