Completion icon doesn't display for Teacher when access restriction is enabled

We have found that if you enable an access restriction on an activity that also has activity completion enabled, the activity completion icon (checkmark) will not appear for the Teacher while the activity is still restricted from students. This does not happen when the activity is simply hidden from students, nor when we use any other course formats. Possibly related to Issue #61?
