Images not displaying in Page description

Moodle version: Moodle 3.11+ (Build: 20210611) (recently updated)

To replicate

1. In a course, Turn Editing On
2. Create a Page
3. In the Name field, add anything
4. In the Description field, add an image
5. Switch on “Display description on course page”
6. Add anything to the Content field
7. Save and return to the course
8. Turn Editing Off
9. View the course section
10. View the new page

Expected behaviour

When viewing the course:

• The image will display under the page name

When viewing the page:

• The image will display in the modal popup

Actual behaviour

When viewing the course:

• The image displays as expected, with the URL of the image being: https://mysmartpath.co.uk/pluginfile.php/5329/mod_page/intro/leadership_theories.jpg

When viewing the page:

• The image is not found. The URL that it is trying to display is:
  https://mysmartpath.co.uk/pluginfile.php/5329/mod_page/content/2/leadership_theories.jpg
