On a mobile with Chrome: PDF, Videos and other non-evaluative resources don't mark completion progress

When a PDF, video, or other resources are opened from Google Chrome on the phone, they are never marked as finished, not even if we refresh the page.
I tried it on several versions of Moodle and it fails on all of them.
