Add support for long paths (> 259) in win7+

[wanderer] I think that in Win7+ OSs, there is a way to exceed the 259-characters limit: http://stackoverflow.com/questions/5188527/how-to-deal-with-files-with-a-name-longer-than-259-characters It would be nice if RC supported that. In older OSs which do not support this function, the warning dialog could appear.
