Minor visual issue in Options

Testing under Win7.

File / Options. When the dialog opens:

1. The "number of threads" textbox at the bottom needs to have a larger height because only half of it appears.
2. In there, a panel exists, containing all controls of the "General" tab. When you resize the height of the window to be larger, this panel does not grow vertically (which would help fix the above "number of threads" textbox issue). I'm not saying it should, but in this case, it would be helpful.
