Movement speed on joystick is faster than mouse/keyboard

Essentially, upon setting the joystick sensitivity settings to maximum, the top movement speed is greater in all directions compared to a keyboard. None of the available in game settings matter, not even the Always Run option.
Notes from Discord: Vanilla seems to use 70% speed as the maximum for both keyboard and joystick provided that the config isn’t hand modified to enable analog movement. Need to reanalyze and confirm behavior and possibly drop ECWolf’s scaling to match since it seems speeds above 70% should only be reachable when combining multiple methods of movement.
