Windowed mouse - not in menu

When playing in windowed mode, to move the window, one has first to disable "windowed mouse", then move the window normally, and finally enable windowed mouse again. (This is on Windows, if the word "window" hasn't been used enough yet.)

A setting so that the mouse is enabled while playing but not grabbed while in the menu system would be great.
