Any way to utilize this with Crowd

Not sure that Crowd has UPM built in, certainly not at the UI level.

Is there a way to enable jolokia within Crowd that you have come across? Either via this plugin via back end configuration or jolokia agent directly?

Crowd supports P2 add-ons from version 2.7 (from 2017), to install you need to copy add-on to home/shared/plugins
