org-drill-sm5-initial-interval is not taking effect

I'd like to set the initial interval to 1 day. I added

# Local Variables:

# org-drill-sm5-initial-interval: 1.0

# End:

to the end of my file. I also changed the value in org-drill.el. When I describe the variable this is the output:

"org-drill-sm5-initial-interval is a variable defined in ‘org-drill.el’. Its value is 1.0 Original value was 4.0 Local in buffer spanish_1001-1500.org; global value is 1.0

This variable’s value is file-local. This variable is safe as a file local variable if its value satisfies the predicate ‘floatp’.

Documentation: In the SM5 algorithm, the initial interval after the first successful presentation of an item is always 4 days. If you wish to change this, you can do so here.

You can customize this variable."

However, when I drill the initial interval is still 4 days. I've reloaded my file and restarted emacs, but still have this issue. Is this a bug? I'm using the sm5 algorithm.
