Immobilizer does not work

Immobilizer is not working for me.

Firmware: 2.4.08

Using iPhone, App v2.4.16

Immobilizer is set to "Locked Level 0 (connect with app to unlock)", yet with my phone's BT off (and/or 150 feet away), when I turn the EggRider on, it lets me go into any PAS level and the throttle works.

I did a Write and then a Read on the Display Settings page to be sure it had taken.

Here's a photo of the display right after startup. Notice the lock and yet being in PAS 2.
