Inconsistency in dwsStringFunctions concerning dwsWebUtils

The core unit dwsStringFunctions has the library unit dwsWebUtils in the uses clause. This is inconsistent. Maybe better to move dwsWebUtils to core or move the HTTP string functions to dwsWebUtils.

    dwsWebUtils is already core, and is a Delphi unit. dwsStringFunctions exposes string function to scripts.
