LanguageTest.dpr -> [dcc32 Fatal Error] dwsXPlatformTests.pas(27): F1026 File not found: 'TestUtils.dcu'

When trying to compile the Project LanguageTests.dpr, I get the error message that the Unit TestUtils.pas is not found:
