Another level of visability

Scenario: Director of Marine Operations wants to be able to read all cruises on his ship but does not want the ability to accidentally change anything. So give Ship Crew access and Medical Info access but he can't see emergency contacts. How can we give a higher level of read only access to the Dir. Marine Ops?

I'll leave this open for now. This would be a major change to the entire site because it breaks the easy cascading role system.
