unable to create cruise for USCG Healy

I am not able to proceed past the cruise set-up page due to the requirement to provide a UNOLS Ship Time Request ID. In this case there is no UNOLS STR since I was going to populate a cruise plan for a transit to serve as an example to the Coast Guard. Did I miss something? Or does a modification need to be made to allow creation without a UNOLS STR identifier. I've attached a screenshot of the error message.
