EOS_Omni changed to use new DECLARE_CCTK_ARGUMENTS macros.
Added macros to Fortran code. Resolved case mismatch between subroutine names and scheduled names. While this is allowed, macros take the case of the schedule, but are in the subroutine. This issue is not immediately obvious, so the cases were made to match.
