Add a Debian-style 'popularity contest' to the ET

To help understand how many people are using the toolkit, we could add an option to the build process (or simfactory setup?) which asks, one time, if a message can be sent to an ET server to track the number of users. Optionally, the user might offer to provide more info, such as what they are using the toolkit for. Suggested at ET workshop, August 2017.

    Another option would be at runtime to collect information only on the actually active thorns, rather than all compiled in ones. If actual runtime is not feasible then simfactory could parse the parfile for ActiveThorns.

    One probably has to limit the names of the thorns that are reported on, with the default being all Einstein Toolkit thorns.
