Cactus version number in Makefile is out of date

The Makefile contains the Cactus version number as

CCTK_VERSION_MAJOR = 4
CCTK_VERSION_MINOR = 2
CCTK_VERSION_OTHER = 3

which is out of date.

The UserGuide and ReferenceGuide also show Cactus version numbers (though they come as default values in cactus.sty and are the optional argument to the \cactustitle command).

Version number updated in git hash 3df1307e "Cactus: update version number in documentation style file" of cactus. Will update again just before creating release branches.
