safety buffer of 30 min for option "walltime" in submitting a ET job

Dear colleagues, During testing GW150914 I found out (and it was confrmed by Roland Haas) that the simulation stops 30 min earlier (whichis a good odea) than given by --walltime. This is a little bit surprizing if one uses (for testing) a walltime less or equal of 30 min.

has a potential solution. It ignores on_remaining_walltime if at startup it is larger or equal to max_walltime ie when TerminationTrigger would cause the run to checkpoint right away.

It does so only at startup so that steering on_remaining_walltime to be larger than max_walltime does cause an immediate termination.
