rdwr.pl re-parses ccl files

The script that generates DECLARE_CCTK_ARGUMENTS_CHECKED and handles READS / WRITES currently re-parses ccl files using piraha. This re-parsing is not cached making things very slow. Similar to #2032.

@Steven R. Brandt will you have time to look into this before the next release? It makes the CST stage quite a bit slower. For the non-rdwr.pl parts the slowness was deemed bad enough that the parsed syntax tree is beeing cached in between CST runs.

Fixed in commit 9c404c73 of https://bitbucket.org/cactuscode/cactus.git. There was a typo which broke the caching mechanism completely.

Downgrading to Enhancement and minor b/c it is not very slow and does not actually fail anything.
