expand @ALLOCATION@ in basedir variable

Some clusters have a structure like /scratch/ALLOCATION/USER for their file system. Right now this cannot be automatically produced by simfactory since only USER is replace in basedir.

expands ALLOCATION as well.

Having an allocation is already mandatory so this does not introduce any extra mandatory mdb entries.
