include CarpetX in Einstein Toolkit

CarpetX is nearing the point where one can seriously experiment with it. To ease pick up by the ET community it might be good to include its source code in the ET checkout.
Automatically building it will most likely not work due to build option conflicts, incompatible public interfaces and duplicate variable declarations.

CarpetX arrangement is part of the Einstein Toolkit as of the ET_2023_11 release.

After discussion, CarpetX will be included in the November 2023 release, but the code review will begin during the 2023_05 release due to the complexity of a driver thorn and its importance as a core component for future work in the Toolkit.
