version numbers in Cactus Makefile out of date

The ET_2024_05 Cactus Makefile has

CCTK_VERSION_MAJOR = 4
CCTK_VERSION_MINOR = 15
CCTK_VERSION_OTHER = 0

same as the ET_2023_11 release. Same in doc/latex/cactus.sty.
