Allow users to put tickets in review when they are created

Sometimes a ticket is created with a patch already available for review. Currently, it is necessary to first create the ticket with the attachment, then edit the created ticket and change its status to "review". This leads to two separate email notifications. If possible, the system should be changed to allow the ticket to be created already in the "review" state.

    I read about how to change the initial state of tickets, but it seems that trac assumes that tickets always start as 'new'. Now, in theory it could be internally immediately changed to 'review', but I don't have the time to hack trac like this, nor do any of my students. I don't think there is an easy way around this, nor interest within the trac community itself (because it was asked by others already but nothing changed apparently). Thus, I can only close this with wontfix.
