Border option "except for Game Gear"

There is an option to turn border emulation on or off. However, a user may want to have it on for most systems and off for Game Gear (I hope the reason is obvious--the Game Gear screen is a small window in the middle of the screen and so the border will be a very large area of arbitrary color.)

I won't add more options for this, I think it's easier to simply turn the current option ON or OFF depending on the game you are playing. I personally like the colored border for Game Gear as it exactly looks like the Game Gear TV adapter.
