FCEU, SNES9X, and VBA for the wii all support this and I love it. It allows me to have all my roms in a single location without copies floating around everywhere and also allows me to not have to take out my SD card everytime I want to add another rom.

This is a feature request and not a bug.

anyway, I have no plan to add this, it's boring (basically, copypasting from other emulators code with the common nasty bugfixes/debugging), I have no use for it and have absolutely no kowledge in SAMBA servers to test it on PC side

however, if someone want to commit a patch for it, he's very welcome but personnaly I think there is already enough ways of loading roms in this emulator :-)
