Its a pretty minor bug
The level doesn't load when you play as sonic or tails, however it loads fine if your playing as tails or knuckles alone, The special stages doesn't load either

According to Sonic Retro release thread, this hack is full of glitches so it would not be surprising those are bugs in the game, not the emulator.
Did you tested this hack on real hardware before reporting an issue here?

The bugs also happens in Regen. After some debugging, it is indeed a bug in the game which tries to access a long word from an odd memory address, causing Address Error exception. This is a common error in ROM hacks found on Sonic Retro and, even if it is not emulated in emulators like Fusion or Gens, this will happen on real hardware so Genesis Plus GX is accurate on that regard.
That's said, you can disable "68K address error" handling in emulator options to bypass this kind of game bug.
Next time, please make sure ROM hacks work on real hardware before reporting issues with them, I prefer spending time on fixing actual emulation bugs rather than investigating poorly "programmed" Sonic hacks. Thank you.
