'Start' Button for games that require it doesn't register (libretro)

The start button seems to only map to the Pause button on the console, and while most games start with a press of Button 1, some require the Start button to be pressed specifically.

Easiest way to replicate this is to launch into the Japan only Alex Kidd BMX Trial, you cannot start the game using the 'Button 1' or the 'Start' button and I couldn't find any other buttons to map to, just Mode and Start (which seems to actually be Pause). I was able to get into the game using PicoDrive as that seems to treat Button 1 as both Button 1 and Start simultaneously.

Turns out this specific game requires a paddle controller I didn’t know existed :)
